Message from the President

Hello Neighbors,

Spring is upon us and we have plenty of things in progress this year at Harborview. The board has been busy planning for the new shelter house that will be installed in the next couple of months along with additional landscaping to enhance the pool area.

A new security system has been installed at the swimming pool. A computer system will control the access with a personalized pool access card. After it is fully programmed each family will have a card issued to them. This will provide a method of de-activating access when a card is lost or stolen.

We will be remodeling the community bulletin board at the pool. It will be locked and be administered by our new Secretary, Nancy Kearns. One page community events, advertisements and other announcements can be posted by emailing Nancy.

I appreciate those of you who beautify our community with your green thumbs. I have seen new trees, new stone edging and landscaping of all kinds being worked on this year. It adds to all of our property values when you spruce up your property. 

The pool company has already begun to service our pool so that it will be ready by Memorial Day weekend this year. If weather permits, we may open ahead of time. We will make a posting on our new bulletin board and on our website.

Annual Meeting Held

 The annual meeting was held January 17^th at the Good Shepherd Catholic Church Reception Hall. The board reviewed accomplishments during 2005 and presented the 2006 budget.

POOL – KEYCARDS

Beginning this year, keycards will be used to access the pool.  The keys formerly distributed will no longer be usable. One keycard will be issued per household. We will be distributing keys at the pool on Saturday, April 29^th between 9:00 and 11:00 A.M. and between 2:00 and 4:00 P.M. The keycard must be picked up by an adult member of the household. Please bring your old key and valid driver’s license or other ID.  Just a reminder – 2006 dues must be current to get your keycard. Please see the pool bulletin board for additional information.

POOL – OPENING/RULES

The pool will open May 27^th (or earlier if possible). Pool hours are 10:00 A.M. to 10:00 P.M.

Adult Swim Nights - The pool will be reserved for those 18 and over on Monday and Wednesday between 8:00 P.M and 10:00 P.M.

The pool provides a source for recreation and enjoyment for all homeowners. Each Homeowner has the right and responsibility to assist in the enforcement of the pool rules.

The pay phone at the pool has been replaced by an emergency phone system with direct access to 911. 

• Rights to use the pool are terminated for a homeowner upon the closing of the sale of the respective lot and/or house to a new owner.
• Failure to pay the assessed annual Harborview Homeowner’s Dues results in a termination of rights to use the pool facilities.
• The pool may be used by:
• Harborview homeowners and immediate family that resides in Harborview.
• Each Harborview household may have two (2) guests to the pool per day. Those guests may not live within a fifteen (15) mile radius of Harborview.
• Children under the age of fourteen (14) must be accompanied by a parent or guardian.  (This is a Clay County Ordinance)
• All other rules posted at the pool outlining conduct while at the pool must be obeyed.
• Failure to abide by the Restrictions set forth may result in the termination of the homeowner’s pool privileges for the remainder of the season.

PICNIC SHELTER

You soon will see something new in the area near the pool: a picnic shelter. The picnic shelter will be located on the west side of the playground. A concrete sidewalk will be connecting the picnic shelter to the playground and pool parking lot.  We plan on including picnic tables, 2 grills, electricity and water access. Rules for its usage will be posted at the shelter. 

Covenant Reminder

Reminder- No boats in driveways UNTIL SATURDAY MAY 20^TH. 

(Memorial day is Monday may 29^th).

Section 15.Parking of motor vehicles, boats and trailers: 

No trucks or commercial vehicles, house trailers under repair, camper or camping units shall be permitted to be parked or to be stored on any lot unless they are parked or

stored in an enclosed garage. Boats on boat trailers can be stored in driveways from one (1) week before Memorial Day Weekend to one (1) week after Labor Day Weekend. Those boats on boat trailers must be in complete operational order, in one complete piece, and not in a state of disrepair while parked in the driveway. Anyone having a boat on a trailer in their driveway before or after the dates specified, or in a state of disrepair during the above mentioned dates will be in violation of this covenant and may incur legal fees as warranted. (See Article V, General Provisions, Section 1, Enforcement)

Dues Reminder

For those who haven’t paid your dues yet, $190 was due January 31^st. The Board has sent out late notices. Please pay your dues as soon as possible to avoid legal fees or liens.

Harborview Website

Our website is at www.harborviewhoa.org .  We will be adding additional features and welcome your ideas for future developments in this area. . There is a section for the neighborhood to place FREE ads on the website. Advertise garage sales, help wanted, babysitting needed, lost pets, and other events/needs you may have. In addition, the newsletter will be posted .  Contact the webmaster through the website.
