Message from the President
Hi Neighbors,
I always enjoy this time of year when we can begin to get out and play in our community. I like to ride my bike with my grandsons and look over all the beauty we have around us.
This year has started off with some new things happening at the pool. We have installed a new liner that looks fantastic. We will also be adding two new tables to our shelter house. That will allow us to accommodate a bigger group. Be sure to make your reservations with me as soon as you can. Please participate in our neighborhood garage sale sponsored by the Lions club on May 5th. Information sheets for that will be available at both Platte Valley banks and Big V market in town.
We need a new member to join our board of directors. If you would like to serve with us, please contact me.
We need volunteers to help with the Neighborhood Watch program as well as other community tasks.
Thank you for helping to keep our community such a nice place to live.

Annual Meeting Held
The annual meeting was held January 16th at the First Christian Church. The board reviewed accomplishments during 2006 and presented the 2007 budget.
POOL – KEYCARDS
The keycards distributed last year will be activated to access the pool this year providing the dues for the property have been paid. Just a reminder only the key registered to the household will be activated; if you reported a keycard lost, it will not provide access. If you are not able to locate your card, please contact the President, Dan Thompson for information about obtaining a replacement. Please allow up to 7 days turnaround on a keycard request.
POOL – OPENING/RULES
The pool will open May 26th (or earlier if possible). NEW Pool hours are 9:00 A.M. to 10:00 P.M.
Adult Swim Nights have been discontinued due to lack of participation,
The pool provides a source for recreation and enjoyment for all homeowners. Each Homeowner has the right and responsibility to assist in the enforcement of the pool rules.
There is no pay phone at the pool. The only phone is the emergency phone system which only accesses 911.
Rights to use the pool are terminated for a homeowner upon the closing of the sale of the respective lot and/or house to a new owner.
- Failure to pay the assessed annual Harborview Homeowner’s Dues results in a termination of rights to use the pool facilities.
- The pool may be used by:
- Harborview homeowners and immediate family that resides in Harborview.
- Each Harborview household may have two (2) guests to the pool per day. Those guests may not live within a fifteen (15) mile radius of Harborview.
- Children under the age of fourteen (14) must be accompanied by a parent or guardian. (This is a Clay County Ordinance)
- All other rules posted at the pool outlining conduct while at the pool must be obeyed.
- Failure to abide by the Restrictions set forth may result in the termination of the homeowner’s pool privileges for the remainder of the season.
PICNIC SHELTER
Our Picnic Shelter is available for your use unless reserved by a Harborview resident. – If reserved, the reservation will be posted at the shelter.
The rules are posted both at the shelter house, on the website and on the bulletin board at the pool. Contact Dan Thompson to make a reservation.
NEIGHBORBOOD WATCH
The organization of a Neighborhood Watch Program for Harborview was announced at the Annual Meeting. Billie Francis responsibility for organizing the program at Harborview. For more information see the Neighborhood Watch Committee letter included with the newsletter.
Covenant Reminder
Reminder- No boats in driveways UNTIL SATURDAY MAY 19TH. (Memorial day is Monday may 28th).
Section 15.Parking of motor vehicles, boats and trailers:
No trucks or commercial vehicles, house trailers under repair, camper or camping units shall be permitted to be parked or to be stored on any lot unless they are parked or stored in an enclosed garage. Boats on boat trailers can be stored in driveways from one (1) week before Memorial Day Weekend to one (1) week after Labor Day Weekend. Those boats on boat trailers must be in complete operational order, in one complete piece, and not in a state of disrepair while parked in the driveway. Anyone having a boat on a trailer in their driveway before or after the dates specified, or in a state of disrepair during the above mentioned dates will be in violation of this covenant and may incur legal fees as warranted. (See Article V, General Provisions, Section 1, Enforcement)
Dues Reminder
For those who haven’t paid your dues yet, $205.20 is now due. Please pay your dues immediately.
Harborview Website
Our new webmaster for our website at www.harborviewhoa.org is Craig Mattke. We will be adding additional features and welcome your ideas for future developments in this area. . There is a section for the neighborhood to place FREE ads on the website. Advertise garage sales, help wanted, babysitting needed, lost pets, and other events/needs you may have. In addition, the newsletter will be posted. You may contact the webmaster and the board members through the website.
Bulletin Board (located at the pool)
To post an item on the bulletin board, send an email to Nancy Kearns and attach a “posting ready” copy of your one page announcement. Please allow 7 days for your item to be posted.
Neighborhood Garage Sale
The Lions Club of Smithville is sponsoring a neighborhood garage sale on May 5th. You may get your home listed in their flyer by contacting Cary Singleton or Deb Shriner at the Platte Valley Bank (South), 532-0700. Flyers will be available at Big V and both Platte Valley banks.

Dear Harborview Neighbor:
The Harborview neighborhood is a great place to raise our families and we want to keep it that way. However, we must be aware that new communities are cropping up around us and as Smithville grows the possibility for an increase in crime also grows. Also, as we are all well aware, tornadoes and other severe weather can affect us at any time.
With these realities in mind, the Smithville Police Department was invited to attend the annual home owner's association meeting last January. They presented us with information and encouraged us to establish a neighborhood watch in our community.
There are many advantages to establishing a neighborhood watch. Primarily we want to protect our children, our homes and our neighbors. We want to continue to live in a safe environment. We also know that having an established watch group will promote unity and community with each other. Then should a natural or other disaster occur here in Harborview, the contacts established through the watch group puts us in a position to respond quickly as friends and neighbors to help and sustain one another through the critical first hours until help arrives from the outside.
If you are interested in actively participating in helping to establish a neighborhood watch, please contact Billie Francis, our neighborhood watch coordinator at billie.francis@yahoo.com or 873-0069. The amount of time required of volunteers who take an active role is very limited but the benefits to our families and neighbors can and may be priceless.
