Message from the President

Spring is here and time to clean up and beautify our neighborhood. It adds to all of our property value when you spice up your place.  Be sure to read all the articles listed below. We have added garage sales and big trash pickup to our annual calendar.

Several new families have moved into our neighborhood. The Board tries our very best to know about new arrivals but we have no failsafe method of doing this. So I am asking everyone who has a new neighbor to contact me. I will visit them and introduce them to our association and our covenants. I will also get them signed up to receive our newsletter.

The pool will be opening soon and it is a good time for picnic and other outings using our shelter area and playground. Don’t forget to get your pool key early during the month of May. Each family should have a pass key.

The swimming pool is a great asset for our community. We, as homeowners, should be happy for a comfortable and relaxed experience while spending time at the pool. If you find that something is not the way it should be at the pool, do something about it. We all have the authority to enforce the rules that are established.

ANNUAL MEETING

Our Annual Homeowners Association meeting was held January 15 at the First Christian Church. The board reviewed the 2007 accomplishments and presented the 2008 budget and plans. 

Our door- prize winners were:

Jean Edinger -100% of 2008 dues

Jareb Sybert -50% of 2008 dues

57 households were in attendance.

 

POOL – KEYCARDS

The keycards distributed last year will be activated to access the pool this year providing the dues for the property have been paid. Just as a reminder only the key registered to the household will be activated; if you reported a keycard lost, it will not provide access. If you do not have a keycard or have lost your keycard, contact President Dan Thompson by email or at (816) 532-8239. Please allow 7 days turnaround time when requesting a pool keycard.

POOL OPENING/RULES

The pool will open May 24.  Hours are 9:00 AM to 10:00 PM.

The pool provides a source for recreation and enjoyment for all homeowners. Each homeowner has the right and responsibility to assist in the enforcement of the pool rules.

There is no pay phone at the pool. The only phone is the emergency phone system which only accesses 911.

  • Rights to use the pool are terminated for a homeowner upon the sale closing of the property to a new owner.
  • Failure to pay the assessed Harborview Homeowners Dues will result in a termination of rights to use the pool facilities.
  • The pool may be used by;
    • Harborview homeowners and immediate family members who reside at the property in Harborview.
    • Each Harborview household may have 2 guests to the pool per day. Those guests may not live within a 15 mile radius of Harborview.
    • Children under the age of 14 must be accompanied by a parent or guardian. (This is a Clay County ordinance.)
  • All other rules posted at the pool outlining conduct while at the pool must be obeyed.
  • Failure to abide by the Restrictions set forth may result in termination of the homeowner’s pool privileges for the remainder of the season.

PICNIC SHELTER

Our shelter house is available on a first come, first served basis for your use. If reserved, the reservation will be posted at the shelter.

The rules are posted at the shelter house, on the website and on the bulletin board at the pool.

BOATS

Boats are allowed to be parked in driveways ONLY from the weekend before Memorial Day to the weekend after Labor Day. 

Section 15.Parking of motor vehicles, boats and trailers: 

 No trucks or commercial vehicles, house trailers under repair, camper or camping units shall be permitted to be parked or to be stored on any lot unless they are parked or stored in an enclosed garage. Boats on boat trailers can be stored in

driveways from one (1) week before Memorial Day Weekend to

one (1) week after Labor Day Weekend. Those boats on boat trailers must be in complete operational order, in one complete piece, and not in a state of disrepair while parked in the driveway. Anyone having a boat on a trailer in their driveway before or after the dates specified, or in a state of disrepair during the above mentioned dates will be in violation of this covenant and may incur legal fees as warranted. (See Article V, General Provisions, Section 1, Enforcement)

For those who haven’t yet paid your dues, please pay your dues immediately.

Website/Bulletin Board

Our website is located at www.harborviewhoa.org . You will find much valuable information about Harborview and the Smithville Community.

There is a section for the neighborhood to place free ads.

Our Bulletin board is located at the pool. It is also a source for events and neighborhood information. To post an item, send an email to Nancy Kearns and attach a “posting ready” copy of your one page announcement. 

Please allow 7 days for your item to be posted on the bulletin board or website.

SIDEWALKS

Homeowners are liable and responsible for maintaining sidewalks adjacent to their property. The city of Smithville has a new sidewalk replacement program that will replace any broken or sagging sidewalk sections for just the cost of the materials.  This is a very cost effective way for homeowners to maintain their property.   Call city hall at 532-3897 for information. 

HARBORVIEW PRIVACY POLICY

The Harborview Board of Directors will not provide phone numbers and/or addresses of Harborview Residents to anyone other then current board members and will not use that information for purposes other than to perform their duties as board members.

The current board members, when no longer serving on the board will either return any documents with resident’s addresses and phone numbers or will shred those documents.

HARBORVIEW CLEAN UP DAY

We have heard your suggestions and have arranged for Deffenbaugh to come to Harborview to pick up all that stuff in your garage that you have been meaning to get rid of. Saturday, June 21 trucks will come through our community to do a curb-side pick up. (See list) Items not picked up must be removed from the curb by end of day Saturday. Please email us and let us know if this was a benefit to you. Based on your feedback we will consider this for an annual event.

Harborview Homeowners Association annual large item pick-ups will be Saturday, JUNE 21.

All items must be at the curb by 7:00 am. Residents will be responsible for disposal of all items not out in time for pick-up.

Items that can be picked up are:

  • small appliances
  • furniture
  • swing sets must be disassembled
  • carpet if cut in four foot lengths, rolled and tied
  • tree branches must be less than four foot in length bundled together in bundles that are no more than eighteen inches in diameter
  • large pieces of glass need to be broken down and boxed
  • tires must be off the rims, and no more than four per household.
  • All bagged, boxed or bundled items must be less than 65 lbs.

Items that can not be collected are:

  • car batteries and car parts
  • paint
  • fireplace ashes
  • solvents and all other household hazardous materials
  • we will not pickup large quantities of remodel and/or construction debris. These items include sheet rock, concrete, and wood.

No items containing CFC’s will be picked up. These items include:

  • refrigerators
  • freezers
  • air conditioners
  • icemakers
  • dehumidifiers
  • For an additional charge residents may request a separate pickup for these items by calling residential billing @ 913-631-3300.
