Message from the President
Merry Christmas neighbors! This year marked the 11th Anniversary for Harborview. I am so excited about our community being completely sold out very soon. Thank you to all who have been so supportive of our board and the things we are trying to accomplish for our community. We have added some beauty to our community this year with a row of trees along F Highway. Soon we will have neighbors living across from us and we felt it would be a good buffer. We are in the process of selecting a shelter house with a few picnic tables to be built adjacent to the pool and playground area. Many people have expressed how much they have enjoyed the playground area that was built this year. Our swimming pool will be receiving a new security system next year that will replace keys with a pass card. We will distribute them to all members (those current with their dues) before the pool opens in May. We also have established an advisory committee to help the board with some decision-making. If you have suggestions for improving our community, we would like to talk with you. We will be having an open position on the board that we will be filling with a new volunteer at our annual meeting in January. Jennifer Elliott has completed her three years of very appreciated work as the secretary of our board. Thank you Jennifer. If you would be interested in joining the board of directors, please contact me. I hope everyone has a very enjoyable holiday. I look forward to seeing you at our annual business meeting in January. ANNUAL MEETING
The Harborview Annual Meeting is scheduled for Tuesday, January 17, 2005 at 7 p.m. at the Good Shepherd Catholic Church Rec Hall. There are many things on the agenda, including:
- · Neighborhood improvement plans
- · Election of New Board Member
- · 2005 Expenditures
- · 2006 Budget
- We would like your input on these items, along with any feedback/problems that you may be having, so please plan on attending the meeting. If you are unable to attend but would like to comment, please call any of the Board members.
2005 in Review
Here are just a few of the things that the Association has accomplished this year:
- Playground equipment,Picnic tables and benches
- New pool chairs
- Re-staining of gazebo
- Negotiated cheaper insurance rates
- Formation of Advisory Committee

Covenant Reminders
-Please make sure to remove all holiday decorations and Christmas lights after the holiday is over. Thank you!
-There are to be NO TRAILERS parked in driveways. We continue to have a few homeowners violate this covenant.
-Questions have been raised as to what is the definition of a “commercial” vehicle as is stated in the HHOA Covenants and Restrictions, Article V, Section 15. After some research with the state and inquiring with the Smithville Police Department, the HHOA Board has concluded that prohibited “trucks” or “commercial vehicles” are vehicles that require the driver to be licensed with the State of Missouri Department of Motor Vehicles as a “commercial” driver (CDL) and/or any vehicle with a Gross Vehicle Weight Rating (GVWR) of more than 10,000 pounds. It is believed that the intended restrictions by the original authors of the Harborview Covenants and Restrictions regarding “trucks” and “commercial vehicles” apply to those that are very large, such as semi-trucks, moving vans, i.e. anything larger than a pickup truck. Smaller trucks (pick-ups) and passenger vehicles which may have a company logo are not considered within this group of prohibited vehicles.
- We would like to request homeowners park their vehicles in their driveways as much as it is possible. This will help the flow of traffic through our narrow streets and it would provide drivers with a broader view of children who are playing in their yards. We believe this will provide a safer environment for our children and allow drivers to see any potential danger of children that might run out and around vehicles parked on the street. Volunteer for Position on Homeowners’ Board of Directors Needed
Jennifer Elliott, current secretary, has served on the Board for three years. She will be stepping down in January. We would like to have a few volunteers to run for the Board and conduct a vote at the Annual Meeting. Please call a member of the Board if you are interested in serving. Having volunteers to serve is a very important responsibility for Harborview residents and our neighborhood.

$190 IS DUE BY JANUARY 31.
The dues have been lowered from $200 to $190 this year. A late penalty fee plus interest will be due for all payments received after January 31, 2006.
